It isn't really Windows 7, it is actually Intel media controller software that happens to be on Windows 7 and probably super-common ---
but there is a horrific keyboard shortcut that is defaulted on these machines ... CTRL + ALT + (any arrow key).
It will change your screen orientation (rotate even) and commit the change as the new video mode. This means if you are full-screen in Quake, that resolution will (unwantedly) be set as default if you hit, say, CTRL (attack) + ALT (strafe) + LEFT (move left) keyboarding it in Quake.
It can be disabled:

And like stated it isn't really a Windows 7 feature, but I imagine Intel display adapters are prevalent enough that this feature is mistaken for a Windows 7 feature.
You can manually turn it off by doing ... simply right click anywhere on your screen and select Graphics Options and then Hot Keys and then Disable.

When I was young and mischievous and first discovered this "feature" I used to do this on a few people's PCs in work (as well as set a screenshot of the "Completed" window for various installers as their wallpaper). Normally they hadn't a clue how to get it back.

Im using windows 7 pro and that doesnt work for me. Sounds like a home premium gayness.

It happens on XP Pro too, but it's not a feature of the OS; it's a feature of your gfx card (has to be able to support flipping/etc the display like this) and of your driver (has to expose the functionality). Generally only available on Intels and if you've disabled the Intel driver hotkeys then not available at all.

IIRC the window rotation using Ctrl+Alt+arrows is an Intel driver feature only.
