There is one other commercial stand alone mapping tool, which is very much like WC/Hammer.
It's called 3D Wolrd Studio, it's a CSG modeler, and it costs $80.00, but you can use it for whatever you like. It's made mostly to work with engines like BlitzBasic3D, Torque game engine, or DirectX based apps, but it can also export to .map file format.
