If your referring to Strogg 20-something-or-another, then no. This is because the mod was never actually released properly because the only version made availible was a corrupted archive.

thanks i believe it was that it was from mdqnet.net and was corrupt.has anyone else released something like it?

No other Q2>Q1 mod has had the monsters, so no.

Nirvana: Life of the Fighter had 28 monsters, and a heck of a lot of these were from Quake 2. Is that the one you are thinking of ?
If it is, I have been nagging Arwing to upload it again (which he has to my FTP). I'm just waiting for his go ahead to upload to my Quake website. It will hopefully be available in a few days.
