Sin added a hacked-up M$ TTS library hookup in a 2001 patch , it was wacky listening to the chatlines in multiplayer UT2004 also has speech on text. problem is, most TTS libraries are non-Free, and are GPL incompatible. I personally would like to see the ability to do DSP style effects on the sound in certain areas of the map (e.g. make a cave all echo-y). Another thing that keeps the sound dept to evolve is the lack of good and easy to use GPL sound libraries. Too bad you don't have something like FMOD to easily ...

Well, I am a mediocre Q1 modeller... and a mediocre mapper, too... Oh, and a mediocre QC/engine coder. Would be cool to work in a Quake I mod as a spare time project. If there's someone interested in a mediocre team member, I'm here. :P
