In GLQuake or GLProQuake it looks like crap (no fullbright?).

stuffcmd lets you specify a specific client to send the command to whereas localcmd executes the command locally on the server (Quake has a client/server architecture which you'd need to become familiar with for anything more detailed to make sense). The differences really only apply to multiplayer ...

ok can i stop from broadcasting all server cvars? Im making a single player mod so it should matter, right? Or do bots get affected by this sort of thing?

Only clients (and fakeclients eventually) get affected by it.
I think with "bots" you mean enemies such as the ogre or the enforcer - they ...

I my as well shamelesly plug myself here, my entry for the turtlemod made use of both csqc and menu qc, theres not a whole lot there but there should be enough to show how it all goes together.
