Materials in Quake level editor

I am using GTKRadiant 1.5 for building levels for Quake 1. How do I get my materials to behave like Water, Lava, Transparent glass ECT? I read a tutorial that said putting a ! infront of the file name would make a brush behave like water. Doesn't seem to work though.

So someone on another forum gave me the hqbsp I was missing. Now the issue is when I compile my map is texture less. I've been using Wally's texture tool to make textures and the .wad file that quake 1 apparently needs. I can paint the textures on my brushes in radiant but all I have is the error ...

Hmmm... Now after I click the build button I get a short dos shell then:

"The connection timed out, assuming the build proccess failed.
Make sure you are using a networked version of Q3map?
Otherwise you need to disable BSP Monitoring in prefs"

If I disable BSP monitoring then a dos shell pops up ...

Hey cool but how do I install it? I put the hqbsp directory right where it needs to be and radiant is still saying its missing.

Radiant 1.5 "hqbsp not found"

I built a map with Radiant 1.5, in Quake 1 mode, in hopes of compiling it in the original quake but every time I try to build I get "hqbsp" not found. Any ideas where I could get it? I've googled it but no go. Any ideas?
