How do QuakeC mod change the cheat codes?

Some mods like X-Men or Nehahra change the cheat code names.

How is this done?

But the real question: can the server engine negate it somehow? I think it is annoying as hell.
The night is young. How else can I annoy the world before sunsrise? 8) Inquisitive minds want to know ! And if they don't -- well like that ever has stopped me before ..

because GOD and NOTARGET are bitflags that can be checked, and they alias out an impulse to change them instead in an 'authorized' way.

Sounds like my idea is a fail then. At least any non-hacky/hardcoded way.
