Admin, obs and a menu

All I want is a good observer mode (maybe with tracking mode, is that hard?) and a fairly basic admin menu. As well as a start up menu for when you first connect to the server possibly for teams? Can anyone help me? I just want to add these things to the quake code and I can handle everything else form there.
