How can I change the value of the maximum health a player can achieve from the standard 250?
I've been looking in client.qc but can't seem to find it.
Am I looking in the correct file?

While there is a .max_health, it is oddly enough not used for the most part. What you're looking for is located in items.qc. Just look for the health related code.
