Question: How to make a talking npc?

Hello everyone! I am a newbie here.
I have a small question : how to make a talking npc?
NPC can just stand and start to talking to you when he see you.
Is it possible to make something like this?

That's not a particularly easy question to answer. It depends just how much talking you need it to do.

If you just want it to say one line when the player is near, it's easy enough to either use a trigger brush or a findradius from the npc to decide when a player is near, then print the line or play the sound file.

For more complex conversations you're looking at a much bigger job.
