ye your going to add on to the games that died on moddb in the psp scene which makes it look even worse cause there hasn't even been a "LEGIT" release of RagePSP and its already died

You're not going to find a modeler here. (Good) Modelers are hard to come by now, and your best bet would be to pick yourself up a copy of Blender 3D, and learn how to use it yourself (That's what I did). The guys who have spoken before me are right, you should just stick to one project at a time. I have seen your projects and I know that when you say you are just working on one project, you are in fact lying.

However, if you were eventually able to find someone who models, they would not be very likely to join your team, considering the childish way you act on ModDB, and your lack of dedication.

1: psp cannot handle massive maps (quake engine)

i've never seen people admit reason 3. that's a good sign, honesty will get you somewhere better in the future. Everyone was a noob at one point, but those that admit they aren't can suck an egg

1: wrong, it can... You never played the Singleplayermaps of Quake?
My PSP Game can even run this big badass map (HLBSP) without problems:

no i mean as in rage sized maps like 12000X12000 squares

also

what should i know about modeling for quake
eg:

max polys
size
and other things

your friend didn't make that

if he did it wouldn't have to have reduction to begin with and it'd have a texture on top of its professional looking rigging. Looks like an imported obj from a 3d scene rip.

I'm not helping you on that. That would be dirty and damaging.

whenever i try to run my marker model in quake which is like 750 polys it says too many verticies what am i doing wrong? how can i fix it?

that model is def ripped like most your work but what i will help you with is your info first to reduce poly on a player model would mean deleting some faces, verticies and re modelling it from there, your better off redoing the whole model again to reduce poly's and the psp quake engine can handle a max 1024 tris give or take 512 poly's.. the kuroke engine however can handle i believe 2048 , 1024 poly the reason your model isnt working is probably over the limit
