Not always. Not all countries honor the same parody laws, and GPL v2 would contradict them because any use is full , non-parodical use.

I'm too lazy to look that up right now so I'll just pretend my Quake parody "Z-aware Much?" is built in UDK for US distro only. The problem is that Quake works much better as a vehicle to parody modern games, as has already been done so well with "If Quake Were Made Today", and "Quake IV".
