Cubemaps are great!
I do not know anything about engine programming.
Why doesn´t support this feature the new darkplaces version ?
What is the problem about cubemaps?

dp supportws cubemap lights, just needs a specially crafted cubemap rather than using the 2d texture as-is.
if you're projecting a window texture like that, cubemaps probably are not ideal, as they tend to require point light sources rather than any other projections

Use the -tenebrae switch to get glittery blingbling like this.

You dont need to enable the -tenebrae command for this.
I use the february 3rd 2011 build (as I told you in all my PMs) and it supports them just fine.
Cubemap examples can be found in Romi´s rtlights for ID1.
Screenshot comparism with and without Romi´s cubemaps in above mentioned 2011 DP build:
