Conchars generator?

Is there a program that can generate a conchars of a specified size, namely 128x128 and 256x256, from a true type font? I really find it tedious to make one from scratch

yeah, but you still have to convert to the quake palette and insert into the gfx.wad.

Note that many of these will, by default, pack the letters into the texture as tightly as possible, but the quake font needs to be equally spaced (each letter takes 8x8 pixels) so you'll need to disable that feature to get what you want.
