do you know how to compile code? Do you know any C?
If not its going to be a rough start. Making a game with Q3 is no different than a mod. The mod just has a compiled q3 executable to go with it.

i dont know how to compile or c but soon i`ll know.
making a game has to be diferent from making a mod cause in a mod you just change a few aspect of the game and program nothing.
i saw a strategic game (x-com remake) made from scrach with id tech 3, you cant make that with a mod.

Sure you can. It's just a matter of how much of the game you change. Writing it from scratch is much harder than rewriting it until it fits your needs.
I suggest you start much smaller though, play around with creating the content for the game. Models, maps, sounds etc.

A game made with q3 is exactly the same thing as a mod, except you replace all of the original q3 content (maps, models etc) with your own stuff. The process of making a game with it is exactly the same as making a mod, it just takes longer.
I'd recommend you start a lot smaller. Trying to make a standalone game when you can't even compile the code yet just isn't going to happen. Start small, learn a few mod skills and then once you're proficient you can put it all together to make a game.
