At least mdl and md2 loading and conversion (from/to both formats): yes. Right now my next step is to allow skin vertices edition, then properly save the edited model, and after that I'll make the md2 save/load stuff.
Further simple formats, like md3: perhaps (as long as I don't have to screw with stuff already working fine to mdl/md2). For a long time I had the idea of a tool allowing to fuse multipart models from Q3 into a single mdl/md2 model with some sort of script or GUI to create a new frame combining aleatory frames from submodels, so there's a good possibility for that, too.
<put your favorite, highly resourceful skeletal model format here>: unlikely, mostly because more complex model formats are often barely documented and besides, there are already a number of tools to deal with those formats.
I know FrikaC made a cgi-bin version of the quakec interpreter once and wrote part of his website in QuakeC

Just modeled a railgun. Might still do some tweaks, not sure yet I think it serves its purpose.
